"Article One.- To declare of public interest the access to medicines used in the treatment of diseases affecting the Ecuadorian population and which are public health priority, for which compulsory licenses may be granted on patents for medicaments for human use which are necessary for their treatments. Cosmetic, aesthetic and cleanliness medicines, and, in general, those that are not for treatment of diseases shall not be considered of public health priority."
